The calculator below adds up those rates, applies the volume discount tiers and the monthly allowance of 1,000 free service messages per number. Sending to other countries? Rates change by the recipient’s country, so check Meta’s official rate card for each market.

The rates below come from Meta’s official rate card for messages delivered to Brazilian numbers, in the BRL version valid from October 1, 2026. Meta may update its rates every quarter. For recipients in other countries, check the rate card for that market; this page does not cover them.
| Category | What it is for | Rate per delivered message |
|---|---|---|
| Marketing | Promotions, campaigns and announcements | R$ 0.3217 |
| Utility | Confirmations, reminders, billing notices and order updates | R$ 0.035 (with volume discounts) |

| Service | Free-form replies within the 24-hour window | R$ 0.035, after 1,000 free per number each month |
Volume discount tiers (utility and authentication)
Utility and authentication get cheaper as monthly volume grows. Each discount applies to the messages above that tier, and the count adds up every account the business has in its Meta business portfolio, separately for each category. Marketing and service have no tiers.
| Utility (messages per month) | Rate | Authentication (messages per month) | Rate |
|---|---|---|---|
| up to 250,000 | R$ 0.035 | up to 500,000 | R$ 0.035 |
| 250,001 to 2 million | R$ 0.0333 (−5%) | 500,001 to 3 million | R$ 0.0333 (−5%) |
| 2 to 17 million | R$ 0.0315 (−10%) | 3 to 5.25 million | R$ 0.0315 (−10%) |
| 17 to 35 million | R$ 0.0298 (−15%) | 5.25 to 10 million | R$ 0.0298 (−15%) |
| 35 to 70 million | R$ 0.028 (−20%) | 10 to 20 million | R$ 0.028 (−20%) |
| over 70 million | R$ 0.0263 (−25%) | over 20 million | R$ 0.0263 (−25%) |
Monthly cost examples
Three scenarios calculated with the rates above, for businesses messaging customers in Brazil:
- Small support team — 1 number, 500 utility and 2,500 service messages a month: R$ 70.00 (R$ 17.50 in utility and R$ 52.50 for the 1,500 service messages above the free allowance).
- Store running campaigns — 1 number, 10,000 marketing, 3,000 utility, 1,000 authentication and 5,000 service messages: R$ 3,497.00, of which R$ 3,217.00 is marketing.
- Large operation — 3 numbers, 100,000 marketing, 400,000 utility and 30,000 service messages: R$ 46,860.00; the 150,000 utility messages above 250,000 already get the 5% discount.
For most businesses, marketing is the biggest share of the bill. That’s why it pays to segment campaigns and use utility templates when the message really is a notice, not an offer.
How Meta bills the official WhatsApp API
- Per delivered message: the charge happens on delivery, based on the template category and the country of the recipient’s number.
- Service messages: from October 1, 2026, Meta charges for free-form replies within the 24-hour window, with an allowance of 1,000 free deliveries per number each month that does not roll over. Without a payment method on file, Meta stops delivering these messages once the allowance runs out.
- Free window from ads (up to 7 days): when a customer arrives through a Click-to-WhatsApp ad in the Android or iOS app and the business replies within 24 hours, a free window opens (free entry point) that can stay open for up to 7 days, and messages sent while it is open are not charged.
- The app stays free: with coexistence, what the team sends from the WhatsApp Business app does not count toward the API bill.
- Who pays: the charge goes to the business’s WhatsApp Business account, using the payment method on file with Meta.
To understand billing from October 2026 and who stays free, read WhatsApp API pricing. The terms used on this page are explained in the official WhatsApp API glossary, and the step-by-step to get started is in the complete guide to the official API.
